Chapter IV     Environmental education promotion and incentive rewards

Article 18

Government agencies, state-run enterprises and institutions, school districts and nonprofit organizations receiving the government’s subsidy fund exceeding fifty percent shall assign designated personnel to promote environmental education.

The aforesaid school assigned personnel shall obtain the certification as per stipulated under Article 10 within a five-year period effective from the implementation date of the act.

Of those not designated in part one or those not yet obtained the certificate as per the preceding stipulations, the competent government authorities of all levels and the competent central government authorities in charge of specific enterprises may not subsidize them with environmental education-related funding.

Article 19

Government agencies, state-run enterprises and institutions, school districts up to the junior high school level and nonprofit organizations receiving the government’s subsidy fund exceeding fifty percent shall draft and finalize an environmental education plan on/before January 31 of each year, to promote environmental education, where all employees, faculty and study body shall participate over four hours of environmental education prior to December 31 each year, and are required to declare the current year’s environmental education implementation results with the competent central government authorities via the Internet declaration means on/before January 31 of the following year.

The aforesaid environmental education may be conducted by way of environmental protection-related courses, lectures, discussions, Internet learning, experiences, experiment (learning), outdoor learning, visitations, film appreciation, hands-on work and other related activity.

The aforesaid outdoor learning shall select an environmental educational facility or venue to stage such educational events.

The competent government authorities of all levels and the competent central government authorities in charge of specific enterprises are to encourage and assist private enterprises to conduct environmental education to their employees, community residents, visitors and consumers in general.

Article 20

The competent government authorities of all levels and the competent central government authorities in charge of specific enterprises are to spearhead the reward of the following contributions,

  • The private sector that utilizes public or private idle space or buildings to launch environmental education facility, venues.
  • General citizens who voluntarily participate as environmental education volunteers.

The measure governing the aforesaid inventive awards’ eligible subjects, criteria, scope of applicability, review procedure, review criteria, and other relevant matters is to be defined by the competent government authorities of all levels and the competent central government authorities in charge of specific enterprises.

The competent government authorities of all levels and the competent central government authorities in charge of the specific enterprises shall spearhead private enterprises steering them to voluntarily provide the funding, facility or other resources to facilitate the promotion of environmental education.

Article 21

The competent government authorities of all levels and the competent central government authorities in charge of the specific enterprises may provide incentive rewards to those rendering environmental education with excellent results.

The measure governing the aforesaid inventive awards’ eligible subjects, criteria, scope of applicability, review procedure, review criteria, and other relevant matters is to be defined by the competent government authorities of all levels and the competent central government authorities in charge of specific enterprises.

Article 22

The competent central government authorities are to join the Executive Yuan National Science Council, the Ministry of Education and the competent central government authorities in charge of specific enterprises to step up environmental education-related research and development to strengthen the environmental education system, and to steadily and effectively promote environmental education.
